Violations of ESCR are oftentimes hidden, at least for those who do not want to be confronted by such reality. Places with failing schools, high unemployment, dilapidated housing, and so on, are almost always in areas people purposely avoid. However, every so often we are confronted with the reality of the denial of basic human rights protection, and in 2005 Hurricane Katrina showed the world the utter despair of the “other America.”
