ABSTRACT

The government utilized Internet to communicate with the private sectors and do business with private sectors, such as open Internet procurement with companies and tax collection with the consumers. Contrary to the differentiation strategy on the web marketing, the e-business is different than traditional marketing in terms of the simultaneous collaboration on the Internet. The paradigm shift from manufacturing to assembling implies that the most important success factor of the global business depends not only on its own core competence, but on all the partners in its global collaboration networking. The soft economy depends on diverse network managing companies under the different collaboration networks. Internet brought more advantages to all the economic agents such as the manufacturers, governments, and the consumers than ever before. The sustainable development and green Information Technology (IT) have the common factors of sustainable governance, and this governance could be the key directions for the green of IT and green by IT.
