ABSTRACT
Verwoerd’s New Year present to South Africa in 1962 was the announcement that the Transkei was to be the first of the black states in South Africa. It would, he said, be able to control its own affairs except for defence, foreign policy and some functions of justice. It was hoped to implement the decision in 1963.
