ABSTRACT

The most surprising thing about remand centers is that their emergence and existence has received so little comment. Neither Prison Department nor successive governments have done anything to dispel the belief that remand centers are more suited to their task than local prisons. Fox’s view of the remand center would have required some real departures from the local prison model although it is by no means clear that these would have worked to the advantage of unconvicted and unsentenced prisoners either in terms of their daily routine or the protection of their statutory rights. Winchester remand center was officially opened on 21 July 1964. Average daily population figures, of course, smooth out the peaks and troughs in the demand for places. All prisoners entering the remand center were received in the reception area on the first floor of the main building.
