ABSTRACT

Chapter 9 “Contrasting social policy-making dynamics under the authoritarian political system” analyzes and compares the two different policy making-dynamics under the same authoritarian politics of the early 1980s’ Korea through the policy network perspective. The two cases are the dispute over the separation of drug prescribing and dispensing within the pilot health insurance program and the first debate to merge health insurers. Analysis is made the following three components: environmental context, policy network, and policy output. Policy network is divided again into network structure and interaction patterns. This chapter will show very different characteristics of policy-making dynamics between the two case studies, even under the same political settings and within the same policy sector. The causes of differences are explored through diverse angles.
