ABSTRACT
Already the Federal Empire was what the lawyers of the seventeenth century did not want to believe … a State which had under it other states that were even partly independent in terms of international law. In other words it is a construction that should not be allowed in theory but which does exist in practice but can not be explained by using the traditional categories into which states are thought to fall.
