ABSTRACT

In the organization of an Earth observation project, the interpreter should make decisions mainly based on two considerations: (1) the objectives of the project and (2) the means available to accomplish them (Figure 4.1). The project objectives include end-user requirements as well, which affect the number and precision of the categories to be discriminated, the scale of the output results, the deadline of the project, and budget considerations. On the basis of those requirements, the interpreter needs to select the most suitable sensor, the number and dates of the images, the processing steps, etc. The appropriate decisions are always a balance between what is ideal and what is feasible, with time, cost, and labor limitations factored in.
