ABSTRACT

When the Secretary requested me, some time ago, to read a paper at this important conference on the above subject, I certainly had some hesitation about complying. I felt, in the first place, that after the very excellent paper given last year by our friend Alderman Flint, that to follow this year very much on the same lines would be a mistake; I also felt that I was not capable of dealing with such a large and important question as it ought to be dealt with. However, in a weak moment I was led to give my consent by the advice of several of my personal friends, at least, I thought them such at the time, but since then I have had some doubts about it, or I am sure they never would have advised me to undertake such an arduous task.
