ABSTRACT
From 1984, when the Council for the Accreditation of Teacher Education (CATE) was established and strict accreditation criteria for initial teacher training were first implemented, through to 1994, when a Teacher Training Agency was introduced, a series of Conservative Government measures has continued to change the content, delivery, management and funding of teacher education. Such measures have focused on improving the perceived ineffectiveness of initial teaching training in particular and include several changes in criteria for the design and accreditation of both primary and secondary initial training courses, the development of Licensed and Articled Teacher schemes and direct funding of school-based courses. In addition, the devolution of planning and funding for INSET provision to the individual school or further education college site has had a considerable impact on induction and continuing professional development.
