ABSTRACT

Endeavours in the fields of educating the disabled, particularly the visually impaired, in our country, have to be viewed in the broader framework of providing and facilitating maximum opportunities for equality, participation and main-stream inclusion. It is towards this end that all our efforts of technology-mobilization, application and refinement as well as technology-transfer must be directed. The Framework identified seven areas for priority action, one of which is ‘access to information and communications, including information, communication and assistive technologies.’ The goal is to strive towards the creation of an inclusive, barrier-free and rights-based society for persons with disabilities. India has ratified this important UN Convention and, as such, it is only natural and appropriate that information technology initiatives may be directed increasingly towards enabling visually impaired and other disabled persons to overcome the restricting implications of their disabilities and join mainstream society as independent and contributing citizens.
