ABSTRACT
More than other key concepts in migration studies, ‘citizenship’ is primarily a practical category used in the real world to denote full and formally equal membership in the modern democratic state; only secondarily is it a social science category. This chapter traces a recent institutional and discursive transformation of citizenship, from ‘liberal right’ to ‘neoliberally earned’.
